Step 1: Prepare Cupcakes
Preheat oven to 350°F (175°C). Line a 12-cup muffin tin with paper liners.
In a bowl, whisk flour, cocoa powder, baking powder, and salt.
In a separate bowl, beat butter and sugar until fluffy. Add eggs, milk, and vanilla.
Gradually mix in dry ingredients until just combined (do not overmix).
Fold in crushed Oreos.
Step 2: Bake
Fill liners about ⅔ full with batter.
Bake for 18–20 minutes, until a toothpick comes out clean.
Let cool completely before frosting.
Step 3: Make Frosting
Beat butter and cream cheese until smooth.
Gradually add powdered sugar and vanilla, mixing until fluffy.
Fold in crushed Oreos. If too thick, add heavy cream (1 tbsp at a time). Chill frosting for 15 minutes if soft.
Step 4: Decorate
Pipe frosting onto cooled cupcakes using a star tip.
Garnish with Oreo halves, crumbs, or drizzle.
